1. Background
- Due to the low safety of fishing vessels and deteriorating marine environments, 18 major fishing vessel capsizing and sinking accidents (with more than 3 fatalities) occurred in the last three years (from January 2022 to February 2025), resulting in 58 deaths and missing persons out of 163 crew members.

- For fishing vessels between 24 and 40 meters in length, only basic stability tests are conducted based on flat water surfaces, but wind stability tests are necessary (vessels longer than 40 meters are required to undergo wind strength tests).


**The wind stability test checks the stability by calculating the wind force based on the area of the hull exposed to the wind and the strength of the wind.
→ Strengthening fishing vessel stability through the expansion of vessels required to undergo wind strength tests as part of stability testing.


2. Regulatory Content

- Mandatory wind strength tests for newly built fishing vessels between 24 and 40 meters in length, which were previously exempt from such tests.
