1. Reason for Amendment
To establish specific deposit amounts and calculation formulas for unrefunded deposits by gear type (e.g., traps used in coastal/offshore eel trap fishing, nets used in coastal/offshore gillnet fishing, buoys used in fishing grounds and coastal/offshore fisheries, and traps used by non-fishers for harvesting marine resources).

2. Key Provisions
a. Deletion of the provision defining buoys subject to the fishing gear deposit system (Draft Article 85-2)
– The scope of buoys subject to deposit requirements will be stipulated in Article 49-2 of the Enforcement Decree of the Fisheries Act, and thus removed from the Enforcement Rule.

b. Deposit Amounts by Gear Type (Proposed Annex 16)
– Deposit amounts will be calculated by gear type, including traps for coastal/offshore eel trap fishing, nets for coastal/offshore gillnet fishing, buoys used in fishing grounds and coastal/offshore fisheries, and traps used by non-fishers.

c. Calculation Formulas for Unrefunded Deposits (Proposed Annex 17)
– Unrefunded deposits will be calculated using specific formulas by gear type, covering the same categories as above.
