1. Background
1. Fishing vessels represent a significant portion of the small-scale shipbuilding industry and serve as essential tools for safe fishing operations. However, there is currently a lack of legal grounds for managing and supporting the fishing vessel construction and modification industry.
2. It is necessary to establish a legal basis for systematically managing fishing vessel construction and modification businesses through a “registration system” for such facilities.

* Currently, fishing vessel construction and modification businesses are registered with the local tax office in accordance with Article 8 of the Value-Added Tax Act, but there is no management system in place by the Ministry or other central government authorities.
※ In accordance with the amendment to the Fishing Vessels Act (enacted on December 20, 2024), the “registration system for fishing vessel construction and modification businesses” is scheduled to take effect on December 21, 2025.
