1. Background
○ (Current status) A grain labeling system is in place to provide information on the grade and quality of rice, ensuring consumers’ right to know and promoting quality improvement.
○ (Improvement) To strengthen consumer rights and expand the production and distribution of high-quality rice, the mandatory labeling of protein content is being introduced.
2. Regulatory Details
○ The current voluntary labeling of protein content in rice will be made mandatory.
* Detailed labeling requirements for grains are set forth in Annex 4 of the
Enforcement Rule of the Grain Management Act.
* However, considering the current low labeling rate (around 7%) and the financial burden on small milling facilities—where protein analyzers cost approximately 40–50 million KRW per unit—the system will allow "unmeasured" labeling in addition to categories (High, Medium, Low).
* To ease industry burden, the regulation will take effect one year after promulgation, and existing packaging materials may continue to be used for up to six months after the enforcement date.
