1. Reason for Revision
The revision aims to provide a legal basis for follow-up actions regarding the "Voice Phishing Response Plan for the Telecommunications Sector" (July 2024) and the "Comprehensive Measures to Prevent Illegal Spam" (November 2024), and to update existing provisions as the review deadline approaches.
2. Main Contents
a. Simplification of the purpose of the notice by referencing the applicable regulations (Article 1).
b. Clarification of the definition of "Internet Text Messages" and the addition of the definition of "Identification Code" (Article 2).
c. Clear specification of the target for blocking text messages with falsified sender numbers (Article 4).
d. Establishment of the basis for displaying a phrase indicating that the message is a roaming message (Article 6).
e. Establishment of the basis for blocking internet text message sending and receiving, and user account suspension when the sender number is confirmed to be invalid (Article 7).
f. Clarification of the entity responsible for requesting the removal of the "[Web Sender]" label (Article 8).
g. Strengthening the obligation to use and apply the identification code (Article 9).
h. Establishment of the basis for verifying required items when special additional service providers pre-register sender numbers with certification (Article 10).
i. Establishment of the basis for sending notification messages when mass internet text messages are sent using mobile phone numbers (Article 10-2).
