- The Special Act on the Promotion of National Strategic Technologies requires entities involved in technology development to notify the head of the relevant central administrative agency when they receive a request from a foreign government or institution for information related to national strategic technologies (Article 27, Paragraph 2 of the Act). The method and procedure of such notification are delegated to be stipulated by Presidential Decree (Article 26 of the Enforcement Decree of the same Act).
- However, as the current Enforcement Decree does not specify details such as the notification period, procedures, or submission forms regarding this requirement, it is necessary to establish minimum procedures—such as the deadline for notification—to eliminate uncertainty for stakeholders and prevent the potential for overregulation.

- When a foreign government or institution requests information related to national strategic technologies, the entity receiving the request must notify the head of the relevant central administrative agency within 30 days from the date of the request.
