1. Background
∘ In response to the growing need for a stable supply of experts in the field of large-scale accelerators, the Act on the Establishment and Support of Large-scale Accelerators was enacted on March 18, establishing a legal basis for workforce development.

- The Act allows for institutions related to large-scale accelerators (such as universities and research institutes) to be designated as training institutions for professional personnel. However, the specific designation requirements, procedures, grounds for cancellation, and scope of support are delegated to be prescribed by Presidential Decree. Accordingly, relevant provisions are being prepared.

2. Regulatory Provisions
∘ Pursuant to Article 6, Paragraph 3 of the Act, an entity seeking designation as a professional training institution must submit an application to the Minister of Science and ICT and meet all of the following requirements:

- The curriculum and educational content must be appropriate for the training of professionals in the field of large-scale accelerators.
- The institution must possess the educational facilities and equipment necessary to operate the curriculum.
- The institution must secure qualified faculty required for the implementation of the curriculum.
- The institution must have a feasible financial plan for covering the operational costs of the curriculum.

∘ The Minister of Science and ICT may revoke the designation of a professional training institution if any of the following apply. However, in the case of Item 1, the designation must be revoked:

- The designation was obtained through false or fraudulent means.
- The institution fails to conduct training programs for a period exceeding one year without a valid reason.
- Funds provided by the Minister of Science and ICT under Article 6, Paragraph 4 of the Act are used for purposes other than those intended.
