1. Reasons for Amendment
∘ GAP (Good Agricultural Practices) certification emphasizes hygiene and aims to make the certification standards easier to understand and more reasonable, thereby enabling safer and cleaner management of agricultural products.
∘ To enhance the effectiveness of the certification, a legal basis will be established for certification bodies to autonomously define and implement internal auditor operation manuals to ensure compliance with certification standards.
∘ Revisions also include amendments and textual corrections reflecting changes in related regulatory provisions.
2. Key Amendments
a. In accordance with the 2022 government committee restructuring plan, the specialized committee will be abolished and converted into an advisory body of a voluntary nature (Article 7).
b. The use of pesticides not registered for the relevant crop, disease, pest, or weed is prohibited (Annex 6-1-1-1) – This aims to prevent evasion of noncompliance by misrepresenting pesticide residue detected in the current growing season as originating from the previous season.
c. Additional requirements have been introduced to prevent contamination during the storage stage of agricultural products (Annex 7-1-1) – Currently, there is no regulation prohibiting the co-storage of harmful substances in the same space.
d. Measures must be taken to prevent contact between harvested agricultural products and pests or animals (Annex 7-5-1,2) – This provision is newly established to prevent contamination from pet hair, flies, and other pests (e.g., cockroaches).
e. Legal grounds have been established to allow for the development of manuals necessary for the operation of internal auditing systems (Annex 12-1-3).
