1. Reasons for Amendment
a. (Audit by the Board of Audit and Inspection, Aug. 2022 – Drinking Water Audit) Due to insufficient distribution management of bottled water, especially large-capacity containers (e.g., PC bottles used in water dispensers), safety management measures are needed. Hygiene standards must be established, as there are currently no specific criteria for the reuse or disposal of PC containers (reuse decisions are based solely on visual inspection by workers).
b. Institutional improvement is required due to the lack of clear procedures for extending the shelf life of bottled water (e.g., spring water).
2. Key Provisions
a. (New) Detailed storage methods for bottled water (Article 3, Annex 1)
- Store in a cool, shaded place away from direct sunlight, ensure sanitary storage conditions, take precautions during transportation, and separate from pests, harmful substances, and pesticides.
b. Standards for container reuse (Article 5-2, Article 12(2))
- For reused PC containers (used in water dispensers), disposal is required after 10 years of use, and the date of manufacture must be indicated on the bottom of the container.
c. Shelf life of bottled water (Article 7)
- Shelf life is typically set at 6 months, with local governments extending it every 6 months based on water quality safety checks (maximum 2 years; no cases of extension beyond 2 years).
- This amendment aligns legal provisions with current administrative practice by clarifying procedures and required documentation for shelf life extensions.
