1. Reasons for Amendment
a. To enhance the reliability of GAP (Good Agricultural Practices) certification, the number of sample farms inspected during post-certification management for group certification will be increased, and duplicate inspections of the same farms will be excluded.
b. To prevent confusion during certification audits, serial numbers and contents of the certification standards, evaluation reports, and evaluation forms (for auditing) will be aligned.
c. Legal text revisions and updates reflecting changes to related regulatory provisions.
2. Key Provisions
a. The scope of eligibility for certification renewal will be expanded to include farms that wish to continue production, and the effective date of renewal may be set earlier than the start date of the original validity period (Article 10, Paragraph 5 of the draft).
b. A new selection criterion will be introduced to prevent overlap in the selection of farms subject to production process audits (Article 14, Paragraph 1, Subparagraph 1 of the draft).
- Audit targets must be selected from farms excluding those already selected as samples for group audits or those previously audited at least once.
c. The administrative investigation procedure for production process audits will be clarified (Article 14, Paragraph 6 of the draft).
- It will be explicitly stated that audits may be conducted in accordance with the Framework Act on Administrative Investigations.
d. In cases of force majeure such as natural disasters or the spread of infectious diseases, the Director may adjust the completion criteria, methods, and deadlines for basic GAP training (Article 18-2, Paragraph 6 of the draft).
e. The authority over GAP standards will be transferred from the Rural Development Administration to the National Agricultural Products Quality Management Service ([Annex 1] Sections 1, 5 / [Annex 2] Section 1), in accordance with the amended
Enforcement Decree of the Agricultural and Fishery Products Quality Control Act Article 42 (effective Dec. 28, 2021).
f. For agricultural cooperatives and agricultural corporations, specific training participants will be designated ([Annex 1] Section 2).
- The corporate representative or designated certification manager capable of overseeing GAP certification must complete the training.
g. Detailed audit procedures and methods will be clarified to ensure the credibility of certification ([Annex 3]).
- For sample audits based on group certification applications, the number of farms sampled will be increased to improve audit and post-certification quality.
*(Current) 11–100 members: square root sampling; 101+ members: ≥10% sampled
*(Amended) 11–40 members: square root sampling; 41+ members: ≥15% sampled
h. In line with the revised GAP standards, evaluation reports and forms will be improved ([Form No. 4] <Attachment>).
- All items in the GAP evaluation form will be numbered in accordance with the GAP standards.
The checklist will explicitly indicate whether each item is included in the standards, and corresponding notes will be added in the "Remarks" column in accordance with Article 17, Paragraph 2 of the
Detailed Implementation Guidelines for GAP Certification.
