[Background]

- Recently, the number of foreign seafarers has consistently increased, accounting for 49.9% of the total seafarers (as of 2023), emphasizing the importance of managing foreign seafarers.
- The scope of work in ship management includes ship management, seafarer management (both domestic and foreign), insurance management, and offshore structure management. However, current regulations only require ship management companies to report on the management of Korean seafarers, leaving gaps in the management system for foreign seafarers and businesses that only manage ships. Therefore, it is necessary to add foreign seafarer management and ship-only businesses to the reporting requirements.


[Regulatory Details]

- Ship management companies must submit a management report to the local maritime and fisheries office if they are managing foreign seafarers or only managing ships.

**Required documents: A copy of the ship management contract, a copy of the collective agreement or employment rules, a certificate of ship nationality, an association's opinion letter, and other relevant documents.
