[Background]
- The precise emission inspection for running vehicles, introduced in 2002, has failed to reflect improvements in automobile performance and over 20 years of technological advancements. As a result, issues such as discrepancies in chassis dynamometer readings and vehicle damage have been persistently occurring, necessitating improvements in the inspection method.
[Regulatory Details]
- (Improvement in Inspection Method) The inspection method is relaxed by changing the engine speed control method to a speed control method that does not require an engine speed meter (Lug-down mode).
**(Existing Method) The inspection was conducted at 100% of the engine's rated power (Mode 1), 90% (Mode 2), and 80% (Mode 3).
**(Improved Method) The inspection will now be conducted with speed control at 80 ± 3.2 km/h and engine output of at least 50% (Mode 1), 70 ± 3.2 km/h and engine output of at least 45% (Mode 2), and 60 ± 3.2 km/h and engine output of at least 40% (Mode 3).
- (Relaxation of Preheating Method) Most vehicles are sufficiently preheated while driving to the inspection station, leading to a reduction in vehicle load and shortening of the preheating time.
**(Existing Method) Preheating at 40% of rated output for 40 seconds.
**(Improved Method) Preheating at 10% of rated output for 10 seconds.
