1. Reason for the Amendment
In cases of child abuse, this amendment mandates face-to-face investigations during post-abuse management following the end of abuse cases. In accordance with the revised Child Welfare Act (promulgated on April 1, 2025, and effective on October 2, 2025), which designates Cooperative Care Centers as child welfare facilities, the amendment seeks to establish provisions for post-abuse management and set facility standards for the Cooperative Care Centers. It aims to define delegated matters in the law and provide necessary details for their implementation.

2. Main Contents

a. Clarification of the explanation requirements during protective or temporary protective measures for children under protection (New Article 10, Paragraph 1)
- Specific details of the explanation required during protective or temporary protective measures for children under protection, as delegated by Articles 15, Paragraph 3 and Paragraph 6 of the law, are established.

b. Clarification of post-abuse management requirements (New Article 14-4)
- Specific provisions for post-abuse management, as delegated by Article 28, Paragraph 4 of the law, are clarified, including the scope and inspection items for face-to-face investigations.

c. Facility standards for Cooperative Care Centers (New Annex 2)
- The facility standards for Cooperative Care Centers are defined similarly to those for community child centers.

d. Staffing and qualification standards for child abuse victim shelters (New Annex 5)
- The title "clinical psychologist counselor" for staff at child abuse victim shelters is changed to "clinical psychological treatment specialist," and the qualification standards are relaxed.
