1. Reason for the Amendment
- With the revision of the "Climate and Climate Change Monitoring and Prediction Act" (Law No. 20850, promulgated on March 25, 2025, and effective on September 26, 2025), the use of the national climate change standard scenarios is made mandatory when preparing climate crisis measures. Additionally, the revision establishes the basis for conducting a survey on the actual usage of these scenarios, providing climate and climate change monitoring and prediction information by region to support the dissemination and expansion of renewable energy, and the designation of institutions for training climate change science educators. The amendment aims to define the timing, methods, contents, and procedures for the actual use survey of standard scenarios, as well as the information and methods for supporting the dissemination and expansion of renewable energy. It also outlines the institutions or organizations that can be designated as climate change science educator training institutions, as well as the procedures for designation and cancellation of such designation.
2. Main Contents
a. Define the scope of relevant experts and the procedure for soliciting opinions when establishing the basic plan (New Article 2).
b. Define the timing, methods, contents, and procedures for the actual usage survey of standard scenarios (New Article 6-2).
c. Define the contents and methods of information provided to support the dissemination and expansion of renewable energy (New Article 10-2).
d. Define the criteria and procedures for the designation of climate change monitoring and prediction expert institutions (Article 12).
e. Define matters necessary for the promotion of professional human resources training projects, such as education and utilization of specialized personnel (New Article 13-2).
f. Define the qualifications for climate change science educators, as well as the criteria for cancellation or suspension of qualifications (Articles 17 and 17-2).
g. Define the institutions or organizations that can be designated as training institutions for climate change science educators, and establish the procedures and methods for designation and cancellation of designation (Articles 17-3 and 17-4).
h. Define the criteria for imposing fines on the use of the title "climate change science educator" and similar titles (New Article 22).
