① The requirements for consulting and job application submission allow exclusion from the publication if new hires are made by March of the following year, but many businesses fail to meet the new hiring requirement, weakening the system's effectiveness.
② With a large number of businesses being listed at the same time (328 in 2024), it is difficult to distinguish businesses that have made minimal efforts to hire disabled workers.
③ The exclusion criteria are complex, and certain requirements (e.g., submission of non-fulfillment resolution plans, attendance at meetings with heads of agencies) have low practicality.
- Therefore, the plan is to publicize businesses with insufficient efforts to improve employment and address the shortcomings in the operation of the list publication system to enhance its effectiveness.
2. Key Contents
1) Rationalization of Exclusion Criteria for List Publication (Article 8)
- Standardize basic and additional requirements, and remove unnecessary documentation requirements that burden businesses, such as non-fulfillment resolution plans or attendance at meetings with heads of agencies.
- Businesses that meet the list publication criteria will be excluded without needing to meet exclusion requirements.
- Even if the criteria are not met, businesses that fulfill at least two of the following conditions will be excluded from the list.
2) Separate Publicity for Businesses That Have Made Minimal Employment Efforts (Article 11, Paragraph 3)
- Prioritize businesses that have been listed for three consecutive years or have hired zero disabled workers for publicizing, as they have made minimal efforts to hire disabled workers.
3) Publicizing Businesses That Finally Fail to Meet Exclusion Criteria (Article 11, Paragraph 4)
- Businesses excluded from the list with the condition of new hires by March of the following year but fail to comply will be included in the next year's list publication.
