[Background]


A rational improvement to the system is being proposed to enhance convenience for port transport workers. This will be done by improving the safety training completion cycle and ensuring fairness in fines imposed on participants for failing to manage their training. The goal is to prevent safety accidents caused by extreme weather conditions like heatwaves, heavy rainfall, and blizzards. New job titles and career requirements are also being established for the newly hired "professional fixed-term grade C" personnel, who were brought in to strengthen port safety management. Currently, port safety inspectors operate at the "managerial level" and "senior level" (professional fixed-term grade B)


[Regulatory Content]

a. Change in Safety Training Completion Cycle (Article 5, Paragraph 1, Subparagraph 2) The rule, which required workers to complete regular safety training annually by the anniversary of their initial or previous training, is being revised. The new rule will require a worker who has completed new safety training to take one session annually, starting from the year after their initial training.


b. Inclusion of Adverse Weather Measures in the Self-Safety Management Plan (Article 6, Paragraph 1, Subparagraph 5) As climate change increases the frequency of extreme weather events such as heatwaves, heavy rainfall, and blizzards, these conditions pose a threat to worker safety. Accordingly, the amendment requires port cargo handling companies to include safety measures for these adverse weather conditions in their self-safety management plans.


c. Establishment of a General-Grade Port Safety Inspector Rank (Attachment 2) Currently, port safety inspectors operate at the Senior level (Professional Fixed-Term Grade B). To expand the number of safety inspection managers at the Professional Fixed-Term Grade C level, a new job rank and qualification requirements have been established.


d. Rationalization of Fines for Non-Completion of Safety Training by Port Transport Participants (Attachment 5) The current regulations impose a fine based on the number of violations, regardless of how many employees fail to complete the training, which has raised concerns about fairness. To address this, the fine will now be adjusted to 100,000 won per person who fails to complete the training.
