[Background]


The proposed amendment aims to enhance the energy efficiency of buildings and promote energy independence. This will be achieved by making the adoption of specifications (EPI) mandatory for buildings with a total floor area of 1,000 m² or more. These specifications will focus on key areas with significant energy-saving effects, including architecture, mechanical, electrical, and renewable energy systems.

Furthermore, the amendment will strengthen the performance-based standard for these buildings, lowering the required primary energy consumption from the current 200 kWh/m² per year to less than 150 kWh/m² per year.
