[Background]


In a recent amendment to the Automobile Management Act (Law No. 20554, promulgated on December 3, 2024, and effective on December 4, 2025), a provision was made to allow car manufacturers and sellers to distribute and sell equipment that can extract data from a vehicle’s Event Data Recorder (EDR), also known as an "accident data extraction device." This change is designed to quickly and clearly identify the cause of accidents involving sudden acceleration. In response to this amendment, the new regulations are being proposed to outline the necessary procedures for the distribution and sale of this equipment.

The new amendment (proposed Article 30-3, Paragraph 5) requires that car manufacturers and sellers make accident data extraction devices available for public distribution and sale within 90 days of a vehicle's sale.
