Proposed Amendment to Strengthen IP Camera Security
This amendment is a follow-up measure to the IP Camera Security Enhancement Plan, which was jointly announced by the Ministry of Science and ICT, Personal Information Protection Commission, Korea Communications Commission, and the Korean National Police Agency on November 14, 2024. The goal is to create a more secure user environment by mandating that IP camera manufacturers incorporate a feature that automatically sets a high-security password during the design and manufacturing of their products, making them more resilient to hacking. These high-security passwords will be designed with specific rules, such as minimum length, a mix of characters, numbers, and special symbols, and the ability to block access after a certain number of incorrect entries.
Need for Government Intervention
As the use of IP cameras becomes more widespread in daily life, the public's anxiety is growing due to continuous leaks of private footage from hacked devices. To address this, it is necessary to introduce minimum technical standards related to security, ensuring that the public can use safer products.

To enhance IP camera security, new password creation rules have been established to make them more resistant to hacking.
Password Length and Combination: Passwords must meet one of the following criteria:
A combination of at least three character types (uppercase letters, lowercase letters, numbers, and special characters) and be 8 digits or longer.
A combination of at least two character types and be 10 digits or longer.
Failed Login Limit and Lockout: If a password is entered incorrectly a certain number of times (a maximum of 5 consecutive times), access to the device will be blocked for a set period (30 seconds to 60 minutes).
