There is a need to permit temporary lodging facilities on forest land (mountain land) for direct use by the owner in the mountain village. This is intended to facilitate smooth forest management by owners who do not reside in the area where the forest is located (absentee forest owners) and to encourage urban dwellers' participation in mountain village experiences and forest management.
-Of the 2.17 million private forest owners, approximately 56% (1.21 million people) are absentee forest owners. Although they own an average of 1.5 hectares of forest land per person, their distant residence makes it difficult for them to participate in practical forest management, such as forest protection or forest operations.
