Necessity for Expanding the Scope of Traceability Management for Imported Agricultural Products

1. Risk of Consumer and Producer Harm: When social issues arise, such as the illegal distribution of fraudulent origins, there is an ever-present risk of harm to both producers and consumers due to anxiety in consumer sentiment and the severe potential damage to public health.


2. Need to Add New Traceability Items: To enhance the efficiency of origin labeling management, it is necessary to add items to the list of imported agricultural products subject to distribution traceability management. These items should be selected by considering the current status of origin violation detections and social issues, focusing on those with a high probability of illegal distribution and the potential to harm fair trade. *Newly Designated Item: Chrysanthemum (Cut Flowers)


3. Inescapable Government Intervention: Government intervention is unavoidable to ensure prompt tracking and action regarding imported agricultural products. This is necessary to prevent the disruption of market order from illegal activities (such as substituting a product's origin after import) and to protect the domestic industry.

Obligation to Report Domestic Distribution Transactions for Certain Agricultural Products Designated by the Minister of Agriculture, Food and Rural Affairs


-Imposes a duty on those who import or transfer ownership of certain agricultural products (designated by the Minister of Agriculture, Food and Rural Affairs) to report the domestic distribution transaction details of those goods.

-One new item is added to the list of imported agricultural products subject to distribution traceability management:


    • Item: Chrysanthemum (Cut Flowers)

    • Designation Period: May 1, 2026, to December 31, 2028.

    • Rationale: The import of cut flowers is continuously increasing due to market opening resulting from FTAs, and management over a period of three years is necessary to eradicate illegal distribution activities such as origin violations.
