[Background]
As the "Framework Act on Agriculture, Rural Communities and Food Industry" was amended (Act No. 20999, promulgated on July 22, 2025, and effective from January 23, 2026) to include new provisions such as the legal basis for providing agricultural and food vouchers (Nongshikpum-iyonggwon) to the vulnerable population, the request for data provision, and the designation of specialized agencies for this task, the purpose of this (Enforcement Decree) is to prescribe matters delegated by the Act and those necessary for its enforcement. These matters include the eligible recipients, the procedure for issuing the vouchers, the designation and duties of the specialized agency, and the standards for administrative penalties.

A. Provision of Agricultural and Food Vouchers (Draft Article 16-2)
1Scope of Eligible Recipients: The scope of food-vulnerable persons eligible for the agricultural and food vouchers is defined to include pregnant women and households that contain a person aged 34 or younger among those receiving basic livelihood support (Saenggye-geupyeo) benefits.
Request for Verification Data: The scope of data that can be requested for verifying eligibility for the vouchers is defined to include documents such as the recipient certificate (Sugupja Jeungmyeongseo).
Application and Payment Procedures: Regulations are established for the application and payment procedure, whereby the Mayor/County Governor/District Head receives the application, conducts a review, and issues the vouchers.
B. Designation of Specialized Agency for Agricultural and Food Vouchers (Draft Article 16-3)
Designation Criteria and Application: The criteria for designating a specialized agency are established, and it is stipulated that an entity seeking designation must submit an application form for designation along with required attached documents.
Public Notice: The fact of designation as a specialized agency shall be announced on the Ministry of Agriculture, Food and Rural Affairs (MAFRA) website.
Cancellation/Suspension Criteria: Detailed standards for the cancellation of designation and suspension of duties of the specialized agency are prescribed.
C. Standards for Imposing Administrative Fines (Gwajinggeum) (Draft Article 16-4)
Detailed Imposition Standards: Detailed standards for imposing administrative fines are prescribed according to the type and severity of the violation.
Procedure: Regulations regarding the procedure for imposing and collecting the administrative fines are prescribed.
D. Processing of Sensitive and Unique Identifying Information (Draft Article 22)
Legal Basis for Processing Data: Provisions are established to create a legal basis for processing data that includes sensitive information, Resident Registration Numbers, or Alien Registration Numbers in order to carry out the tasks necessary for the provision of agricultural and food vouchers.
