[Background]


1.  The State, local governments, and private employers/public organizations with 50 or more regular employees have a mandatory employment quota for persons with disabilities (3.8% for public sector, 3.1% for private sector).


-The mandatory employment quota for persons with disabilities is determined by Presidential Decree every five years, considering factors such as the ratio of persons with disabilities to the total population, the ratio of disabled workers to the total number of workers, and the number of unemployed persons with disabilities (Article 28, Paragraph 3 of the Employment Promotion Act for Persons with Disabilities).


2.  The employment level of persons with disabilities remains low compared to the overall population (70% for the general population vs. 48.4% for the disabled population). Furthermore, the mandatory employment quota for private companies has been frozen at 3.1% for seven consecutive years since 2019, leading to a deceleration in the employment rate increase and a record low gap of 0.07%p between the employment rate and the mandatory quota.


-Therefore, there is a need to secure the effectiveness of the mandatory employment system for persons with disabilities by raising the mandatory employment quota. This will expand stable job opportunities for persons with disabilities, thereby improving their quality of life and enhancing social integration.
