[Background]
With the enforcement of the Framework Act on AI (Artificial Intelligence) imminent, the process of establishing subordinate legislation is being pursued to ensure the legislative intent of the Act is properly realized.
[Main Points]
The Enforcement Decree (totaling 34 articles, including supplementary provisions) has been drafted to include only the minimum necessary regulatory provisions, taking into account the legislative intent of strengthening national AI competitiveness and aligning with international trends.
(Scope of Application) AI utilized exclusively for national defense and national security purposes is excluded from the scope of application of the Framework Act on AI. The Enforcement Decree specifies the scope of these exclusions.

(Fostering the AI Industry) The legal basis for government support for fostering the industry—including R&D, data construction, and the adoption/utilization of AI—is being established, and the Enforcement Decree will specify the targets, criteria, and contents of this support.
*Basis for support: AI R&D, standardization, construction of training data, adoption and utilization of AI technology, support for small and medium-sized enterprises and startups, promotion of inter-industry convergence, securing specialized personnel, international cooperation, support for overseas expansion, establishment of policies for data centers, etc.
(Safety and Trust) Focusing on alleviating corporate concerns and uncertainty regarding regulation by concretizing and clarifying the matters stipulated in the Act to establish a foundation of trust, including: the obligation to ensure transparency and safety, the confirmation of High-Impact AI and the responsibilities of the business operator, and the AI Impact Assessment.
