[Background]
To lower the entry barrier for personnel with relevant work experience to become heads of emergency call centers, counseling centers, and protection facilities, and to enhance the utilization of their expertise, the amendment expands the public official career criteria.
[Main Points]
A. Increase in Facility Area Standard for Domestic Violence Victim Shelters (Proposed Attached Table 2)
Increased Area per Resident: The current minimum standard for the floor area per resident in domestic violence victim shelters is proposed to be increased from 6.6m2 to $9.9m2. This increase aligns the standard with those of similar violence victim shelters and aims to improve the living environment for residents.
B. Relaxation of Qualification Standards for Heads of Emergency Call Centers, Counseling Centers, and Shelters (Proposed Attached Table 3)
Relaxation of Public Official Career Requirement: The qualification standard related to public official experience required to become the head of a facility (emergency call center, counseling center, or shelter) is proposed to be relaxed to include Grade 9 or higher (currently limited to Grade 7 or higher).
Adjustment of Required Career Length: The required number of years of experience for each eligible public official grade is also proposed to be adjusted. This measure aims to lower the entry barrier for personnel with relevant work experience and enhance the utilization of their expertise.
