[Background]

 

The escalation of forest disasters (wildfires, landslides, pests) due to the climate crisis necessitates mandatory safety measures in landslide-prone areas. Ordering safety measures is essential to protect public life and property.


[Main Points] 


Regulations Newly Established or Strengthened (Newly Established or Strengthened Regulations)

A. Expansion of Landslide Safety Measure Order (Proposed Article 3):


Stipulates the issuance of safety measure orders for land deemed at risk of landslides, etc., based on on-site inspection results of landslide-prone areas. This expands the scope of the affected land to include not only forests but also adjacent land (within 50 meters of the forest boundary), strengthening the protective area.


B. Forest Fire Prevention Measures (Proposed Article 11):


Defines specific measures that the head of the Forest Disaster Prevention Agency must take, such as installing and managing fire prevention facilities, during the forest fire caution period.


C. Eligibility for Control Project Design and Supervision (Proposed Article 29):


Specifies the required qualifications and scope of individuals or entities that can undertake the design and supervision of forest pest and disease control projects. This enhances the expertise and professionalism involved in controlling forest disasters.


Regulations Relaxed or Abolished (Relaxed or Abolished Regulations)

A. Relaxation of Activity Restriction Standards for Forest Fire Prevention (Proposed Article 12):


Eases the criteria for restricting certain activities that could cause forest fires (e.g., burning activities) during the forest fire caution period. This relaxation is implemented to mitigate excessive burdens on residents.


B. Forest Fire Alert Issuance and Measures (Proposed Article 19, Attached Tables 1, 2):


Revises the criteria for issuing forest fire alerts and the corresponding measures to be taken at each alert level. This adjustment aims for a more responsive and efficient system.
