[Background] 


To maintain policy consistency following the mandatory labeling of warning phrases for products using sugar alcohols and to prevent side effects from excessive intake, the amendment seeks to establish standards for sugar alcohols in the quality certification of children's favorite foods.


[Main Points]


A. Change in Standards Following the Abolition of the Exemplary Business Designation (Proposed Attached Table No. 1, Item B)

Integration with Hygiene Grade System: Following the amendment of the Food Sanitation Act (Act No. 20898, promulgated on April 1, 2025), the Exemplary Business designation system is abolished and integrated into the Hygiene Grade System. The safety standards for children's favorite foods are therefore revised to reflect the Hygiene Grade System.


B. Change in Sugar Alcohol Usage Limits for Children's Favorite Foods (Proposed Attached Table No. 3, Item B)

Restriction on Sugar Alcohol Use: As the Enforcement Rule of the Act on Labeling and Advertising of Foods, etc. (Prime Minister's Ordinance No. 2004, promulgated on December 30, 2024) mandates the display of a warning phrase when the usage of sugar alcohols is 10% or more, the standard for children's favorite foods is set to restrict the total amount of sugar alcohols used to less than 10%.
