[Background]

In the wake of the Itaewon tragedy (Oct 29, 2022), the government is strengthening crowd management duties for local government heads. These provisions are being moved from the *Disaster and Safety Management Act* to this new dedicated Act to reinforce the management of facilities where large crowds gather.

○ Designation of Priority Management Facilities: Local authorities can designate facilities or event venues with high crowd density (including commuting routes) as "Priority Management Multi-Gathering Facilities."

○ Designation Period: Designations can include an expiration date or be revoked once the safety risk is resolved.

○ Management Plans: Facility managers must submit safety management plans annually to local authorities. Authorities may demand supplements if the plans are deemed insufficient.
