With the retirement of the "second baby boomer" generation, franchise overcrowding and information asymmetry have increased risks. This amendment follows the "Comprehensive Plan for Strengthening Franchisee Rights" to improve the content and structure of Information Disclosure Documents (IDD).

Voluntary Cancellation: Establishes a legal basis and online procedure for franchisors to voluntarily cancel IDD registrations.
Standardization: Updates terminology (e.g., "Balance Sheet" to "Statement of Financial Position" per IFRS) and clarifies that closed stores must be included when calculating estimated sales ranges based on nearby stores.
