[Background]
Currently, long-term repair plans are required only when video information processing devices (CCTV) are directly installed and managed by the multi-family housing complex. There are no regulations for cases where such devices are operated via a lease method. The amendment aims to allow the execution of management fees for leased video information processing devices. Additionally, as the installation of auto-valet mechanical parking lots is now permitted in multi-family housing, the amendment seeks to efficiently manage housing and enhance resident safety by establishing installation/management matters for mechanical parking lots and creating criteria for their long-term repair plans.

A. Addition of exceptions for total household count in joint management of multi-family housing (Draft Article 2, Paragraph 3, Item 1)
Allow joint management without a limit on the total number of households for multi-family housing complexes completed under redevelopment projects pursuant to Article 2 of the 「Urban and Residential Environment Improvement Act」.
B. Establishment of management and operation regulations for mechanical parking lots in multi-family housing (Draft Article 8-2 newly inserted and Annex 1)
Establishment of matters regarding the installation and management of mechanical parking lots and criteria for formulating long-term repair plans for the systematic management of mechanical parking equipment.
C. Establishment of grounds for rejection in case of defects in the Defect Repair Result Confirmation Form (Draft Article 22-2)
As there was no regulation to reject the confirmation form if it contained defects, a provision is added to request supplementation for defects and to reject the form if not supplemented.
D. Clarification of education duration and addition of content for housing management operators, etc. (Draft Article 33, Paragraphs 3 and 4)
To provide a safe and pleasant working environment for multi-family housing workers (security guards, etc.), educational content for housing management operators is added, and the education duration is clarified as 24 hours.
E. Realization of Long-Term Repair Plan items (Draft Annex 1, Item 3-J)
Allow the operation of video information processing devices via lease methods (which are recently increasing), as current regulations only cover direct installation/operation.
F. Addition of "Evacuation and Fire Prevention Facilities" to Facility Safety Diagnosis (Draft Annex 2, Item 4)
Maintenance of relevant enforcement rules following the amendment of the Enforcement Decree* which added "Evacuation and Fire Prevention Facilities" to the list of facilities requiring safety management plans.
G. Revision of the Defect Repair Result Confirmation Form (Draft Form No. 22-2)
Revision of the form to require submission only upon the implementation of repairs, addressing the issue of continued insufficient follow-up management on submitted result confirmation forms.
H. Refinement of difficult terms in laws (Draft Article 15, Paragraph 2)
Revision upon request from the Ministry of Government Legislation to refine duplicated expressions or ungrammatical sentences within the Multi-Family Housing Management Act.
