[Background]
Following the passenger aircraft accident on Dec 29, the 「Airport Facilities Act」 was amended (Act No. 21037, Promulgated Aug 26, 2025, Effective Feb 27, 2026) to strengthen bird strike prevention and improve installation standards for airport and airfield facilities. This amendment aims to determine matters delegated by the Act to the Presidential Decree and matters necessary for its enforcement, such as establishing installation standards for objects in areas adjacent to the runway end safety area, establishing a basic plan for bird strike prevention, and assessing bird strike risks.
[Main Points]
A. Establishment of criteria for airfields subject to the establishment of bird strike prevention basic plans, deliberation by the Prevention Committee, and risk assessment (Draft Article 35-5 newly inserted).
B. Regulation of matters to be included in the "Bird Strike Risk Management Plan by Airport" established by airport operators (Draft Article 35-6 newly inserted).
C. Regulation of detailed matters regarding the composition and operation of the Bird Strike Prevention Committee (Draft Article 35-7 newly inserted).
D. Addition of prohibited acts regarding the use of personal mobility devices such as electric kickboards and electric bicycles to prevent safety accidents within airports (Draft Article 50, Item 18 newly inserted).
E. Establishment of standards for imposing administrative fines on persons who create environments or install facilities likely to attract birds around airports (Draft Annex 3, Item 2-P newly inserted).
