1. Reason for Amendment 

Regarding [Attached Table 28] "Criteria for Cancellation and Suspension of Driver's Licenses" of the Enforcement Rule of the Road Traffic Act, there is a need to resolve the issue of imposing penalty points on drivers of conveyances that do not require a license, foster an environment for the swift dispatch of emergency vehicles, and revise the criteria for reducing administrative penalties for repeat drunk driving offenders. Therefore, this amendment aims to remove the provisions imposing penalty points for bicycles, etc., introduce penalty points for obstructing emergency vehicles, and eliminate the clause that reduces administrative penalties for repeat drunk driving offenders.


2. Main Contents 

1) Limiting the imposition of penalty points to drivers of automobiles, etc. 

This provision addresses the irrationality of imposing penalty points on an automobile driver's license for violations committed while operating conveyances that do not require a license, such as bicycles and tractors, by restricting the imposition of penalty points exclusively to "cases where automobiles, etc., are driven."


2) Imposing penalty points for obstructing the passage of emergency vehicles 

To facilitate the smooth and rapid dispatch of emergency vehicles, a new 10-point penalty will be imposed on general drivers who violate their duty to yield, as well as on emergency vehicle drivers who use warning lights and sirens in non-emergency situations. This aims to secure compliance with basic public order concerning emergency vehicles and ensure the effectiveness of sanctions.


3) Excluding repeat drunk driving offenders from penalty reductions 

To raise awareness about the severity of drunk driving and strictly reform the penalty reduction system, the scope of individuals excluded from administrative penalty reductions is expanded from those with a record in the past 5 years to all repeat offenders with any drunk driving record since June 30, 2001.
