Production facilities for severe disability products are designated and operated to facilitate the vocational rehabilitation and self-reliance of persons with severe disabilities by promoting the priority purchase of products in which they participated in production. The amendment aims to reflect the intent of this system.

Issues have arisen where facilities change their registration to individual business owners after designation to acquire other certifications, thereby holding for-profit business registration certificates.

While it is already regulated that disability welfare organizations must be for non-profit purposes, this amendment aims to clearly apply this intent to other vocational rehabilitation facilities for the disabled and rehabilitation training facilities for the mentally ill.
