[Background]


Since the enactment of the Harbor Safety Special Act (Aug 2022), fatalities at stevedoring companies have decreased. However, 18 fatalities occurred at other port service providers over the last 3 years, highlighting safety issues in non-stevedoring workplaces. Most port service providers are small-scale and lack safety management capabilities. The government aims to promote the "Integrated Port Service Business" (established in 2023) to scale up these businesses and improve safety.


[Main Points]


To integrate safety management under stevedoring companies and scale up port service providers, incentives (such as extra points when selecting Terminal Operating Companies (TOC)) will be provided to encourage direct contracts between stevedores and integrated service providers.
