[Reasons for Amendment] 

This amendment aims to specify in detail the methods of support provided by local governments for emergency safety measures prescribed in Article 23 of the Act, such as the restriction of use, prohibition of use, demolition of facilities, and the evacuation of residents. It also lays the foundation for promoting the use of advanced equipment by newly establishing cost calculation standards for utilizing tunnel scanners, drones, and other technologies during the safety inspection and diagnosis of facilities. Furthermore, it expands the entities eligible to request an evaluation of the safety inspection and diagnosis results from the existing local governments to also include the management entities. Lastly, to ensure the objectivity and fairness of the evaluations, it allows the Korea Authority of Land & Infrastructure Safety (KALIS) to request a re-deliberation, subject to approval from the Minister of Land, Infrastructure and Transport, in cases where there are objections to the deliberation results of the Evaluation Committee.
