[Reasons for Amendment]
To guarantee consumers' right to know, the Motor Vehicle Management Act was amended (Act No. 21182, Promulgated on Jan. 2, 2025, Effective on Jun. 3, 2026) to require automobile manufacturers, sellers, etc., to provide buyers with information regarding the traction battery installed in an electric vehicle, etc., upon sale. Accordingly, this amendment aims to clarify the types of motor vehicles subject to this information provision requirement, specify the items of traction battery information to be provided by the manufacturers and sellers, and clarify the methods of provision, thereby prescribing matters delegated by the Act and those necessary for its enforcement.
2. Main Contents
A. Prescription of the types of motor vehicles subject to traction battery information provision (Draft Article 28-3, Paragraph 1)
- Specifies the types of motor vehicles for which automobile manufacturers, sellers, etc., must provide buyers with information regarding the installed traction battery upon the sale of the vehicle.
B. Prescription of the information to be provided regarding traction batteries (Draft Article 28-3, Paragraph 2)
- Specifies the timing of provision and the specific traction battery information that automobile manufacturers, sellers, etc., must provide to buyers, such as the manufacturer and place of production of the traction battery.
C. Prescription of the methods for providing traction battery information (Draft Article 28-3, Paragraph 3)
- Specifies the methods by which automobile manufacturers, sellers, etc., provide traction battery information to buyers—such as through their operated internet websites or motor vehicle sales contracts—and prescribes the procedures that must be followed when providing this information.
