1. Reason for Amendment 

As the Housing Act has been amended to expand the scope of integrated deliberation on project plans, reinforce construction supervision against natural disasters, and mandate on-site inspections prior to the use inspection, this amendment aims to stipulate necessary detailed matters, such as the procedures for implementing on-site inspections.


2. Main Contents 

A. Streamlining the composition requirements and improving the procedures for the Joint Committee for Integrated Deliberation (Newly establishing Draft Articles 33 and 35) 

The number of Joint Committee members is revised from the current 25–30 to 40 or fewer. The committee must be organized without being biased toward any specific field, and it is permitted to establish subcommittees.


B. Establishing criteria for selecting the structural engineer with whom the supervisor must cooperate (Newly establishing Draft Article 52)

When a supervisor receives the cooperation of a structural engineer in the event of a natural disaster, they are required to cooperate with the engineer who was in charge of the building's structural design. If this is not possible, a legal basis is established for the supervisor to cooperate with an engineer recommended by the business entity (project owner).


C. Newly establishing necessary matters regarding the procedures and methods of on-site inspections (Newly establishing Draft Article 54-2) 

When a business entity conducts an on-site inspection at the request of a majority of prospective occupants, this provision stipulates the implementation period and necessary measures for the on-site inspection, and establishes the necessary matters so that it can be conducted in parallel with the currently operating system.
