[Background of Proposal]
- As the higher act was amended (promulgated on May 27, 2025; effective May 28, 2026) to newly establish the scope of duties for the Manager of Equipment Subject to Inspection and mandate the designation of an acting manager, it is necessary to prepare detailed standards in the lower ministerial decree in accordance with the enforcement of the law.
- To enhance the transparency and efficiency of the safety management system by codifying the legal grounds for appointing shift workers, which had previously been operated based on authoritative interpretations.
- To eliminate safety blind spots for equipment subject to inspection by explicitly stating the principle of continuous duty (full-time presence) for the equipment manager.
