1. Reason for Amendment
- Following the collapse of buildings and other structures caused by record-breaking heavy snow and wet snow in the Gyeonggi region in November 2024, significant damage occurred; thus, this amendment aims to ensure the safety of buildings by establishing structural design standards that can respond to snowfall patterns altered by climate change.
2. Main Contents
A. Updating the Ground Snow Load Distribution Map Reflecting Changes in Regional Snowfall Patterns (4.2)
It strengthens structural standards by analyzing snowfall amounts of 30 years or more and snow loads measured over 3 years for each region, and updating the contour lines of the ground snow load distribution map considering a 100-year return period.
B. Preventing Over-Design by Inducing Efficient and Economical Design (4.2.1, 4.3.5)
It deletes the unconditional 1.5-fold addition to snow loads for buildings in high-altitude and mountainous areas, as it lacks sufficient basis and poses a risk of over-design.
It deletes the practice of calculating the minimum snow load based on roof live loads, as roof live loads can decrease, making this baseline inappropriate and posing a risk of over-design.
C. Terminology Changes and Error Corrections for Clear Expression, etc. (1.5, 4.1, 4.3, 4.3.5, 4.4, 4.6.1.2, 4.7.1)
It changes the term "flat roof snow load" to "low-slope roof snow load," cleans up unnecessary phrasing, and corrects spacing errors.
D. Amendment Linked to the Basic Ground Snow Load Distribution Map of the 「Korean Design Standard for Building Design Loads (KDS 41 10 00)」 (1.2.3④)
In accordance with the amendment of the 「Korean Design Standard for Building Structures」, it amends this standard which is linked to it, and improves the method of indicating regions excluded from this standard regarding snow loads that changed due to the relevant amendment.
