1. Purpose of Amendment
To alleviate the burden of paying congestion charges and traffic impact fees, this amendment aims to improve and supplement certain deficiencies in the operation of the current system by extending the collection period for congestion charges and adjusting or newly establishing traffic impact factors for major facilities.
2. Key Contents
A. Regulation on the Trustee's Obligation to Submit Trustor Information (Draft Article 4-2)
1) Although the traffic impact fee for trust property is intended to be levied on the trustor as the liable party, the owner is registered as the trustee on the certificate of registered matters (registry title deed). As a result, the imposing authority expends significant administrative resources to verify the trustor's information.2) Accordingly, this amendment intends to impose an obligation on the trustee to submit information, thereby enabling the imposing authority to efficiently obtain the trustor’s information.
