The purpose is to prescribe matters delegated by the 「Special Act on the Establishment of the Jeonnam-Gwangju Unified Special Metropolitan City」 (Act No. 21446, enacted on March 5, 2026, enforced on July 1, 2026) and matters necessary for its implementation.
2. Main Contents
A. Establishment and Operation Standards for the Support Committee for Jeonnam-Gwangju Unified Special Metropolitan City (Article 2 of the Draft)
It prescribes establishment and operation standards, such as the scope of heads of central administrative agencies participating in the Support Committee for Jeonnam-Gwangju Unified Special Metropolitan City under the Prime Minister, the duties of the chairperson, and the quorum for resolution.
B. Authority Over National Civil Servants (Article 15 of the Draft)
It places the authority for appointment, dismissal, and disciplinary action over Grade 4 or lower general national civil servants, research national civil servants, and guidance national civil servants under the authority of the Mayor of the Unified Special Metropolitan City.
C. Dispute Resolution Between Central and Local Governments (Article 16 of the Draft)
It rules that when a disagreement arises between the head of a central administrative agency and the Mayor of the Jeonnam-Gwangju Unified Special Metropolitan City, the Prime Minister shall adjust it after deliberation by the Administrative Consultation and Coordination Committee under the Prime Minister.
D. Special Cases for High Schools in Specific Fields (Article 23 of the Draft)
It grants special cases, such as autonomy in faculty composition and teaching methods, for high schools in science, foreign languages, and international fields pursuant to Article 90, Paragraph 1 of the 「Early Childhood and School Education Act」.
E. Operation and Placement for Unified Schools (Article 24 of the Draft)
It rules that the Superintendent of Education of the Jeonnam-Gwangju Unified Special Metropolitan City shall operate training courses for cross-teaching by teachers at unified schools and preferentially place teachers who have completed such courses at unified schools.
F. Middle School Admission for Multicultural Students (Article 25 of the Draft)
It rules that schools operating a curriculum for multicultural students shall conduct middle school admission screening for children or students who are members of multicultural families or foreign nationals residing in Korea.
G. Subsidy Targets for Provincially Managed Ports (Article 38 of the Draft)
It defines the targets of subsidies for provincially managed ports managed by the Jeonnam-Gwangju Unified Special Metropolitan City as port development projects under the 「Harbor Act」.
H. Designation of Research and Development Special Zones (Article 49 of the Draft)
It rules that if there are 40 or more research institutes in the field of science and technology, including two or more national research institutes and government-funded institutes, the Minister of Science and ICT can designate a Research and Development Special Zone.
I. Financial Support for Distributed Energy, etc. (Article 61 of the Draft)
It provides national funds or budgetary support for distributed energy business within distributed energy specialized zones and investment costs under the 「Smart Grid Information Act」.
J. Special Procedures for Foreigner Visa Issuance (Article 75 of the Draft)
It rules that visa issuance procedures for foreigners may be prescribed differently for cultural districts under the 「Regional Culture Promotion Act」, cultural industry promotion districts under the 「Framework Act on the Promotion of Cultural Industries」, and special tourism zones under the 「Tourism Promotion Act」.
