1. Reason for Revision
- As the "Special Act on the Development of Traditional Markets and Shopping Districts" has been amended (Act No. 21204, promulgated on December 16, 2025; effective on June 17, 2026, and December 17, 2026), this revision aims to determine the matters delegated by the Act.
2. Main Contents
A. Detailed regulations on the support and inspection of safety facilities, and expansion of eligible targets for fire mutual aid support
- Stipulates the method for hearing the opinions of merchants and merchant associations when providing support for projects such as the installation and repair of safety facilities within markets (Draft Article 9).
- Adds items to be investigated during the inspection of safety facilities (Draft Article 9-2).
- Changes terminology in accordance with the expanded scope of fire mutual aid support (Draft Article 9-3, etc.).
B. Onnuri Gift Certificate affiliated stores
- Stipulates the establishment of a sales limit and its calculation method for affiliated store registration, adds business types restricted from registration, and specifies the criteria for determining restricted business types (Draft Article 9-16, Attached Table 1).
- Clarifies the application period for the renewal of affiliated store registration (Draft Article 9-17).
- Stipulates the affiliated store information to be disclosed on the website and the method of disclosure (Draft Article 9-18).
C. Dispositions on the illegal distribution of Onnuri Gift Certificates
- Strengthens and newly establishes criteria for the period of support suspension due to illegal distribution and the restriction period for re-registration after the cancellation of an affiliated store's registration (Draft Article 9-20, Attached Table 1-3).
- Defines unjust enrichment for the purpose of calculating penalty surcharges, and stipulates the criteria and procedures for imposing penalty surcharges, as well as provisions for installment payments (Draft Article 9-23, Attached Table 2).
- Stipulates the amount of administrative fines to be imposed for new violations (Attached Table 3).
D. Other matters related to Onnuri Gift Certificates
- Stipulates the holding limit for digital Onnuri Gift Certificates (Draft Article 9-14).
- Stipulates the submission items and submission frequency for sales agents (Draft Article 9-24).
- Adds delegated authorities and entrusted tasks required to perform duties newly established in the Act (Draft Article 33-2, Article 34).
- Grants authority to process personal information to delegated and entrusted persons for the performance of duties related to Onnuri Gift Certificates (Draft Article 34-2).
