1. Reason for Revision

- Pursuant to Article 24, Paragraph 1 of the "Act on Fire Prevention and Safety Management," the relevant person of a fire safety management object requiring professional safety management—among specific fire-fighting objects—is required to appoint a person who has been issued a fire safety manager certificate as the fire safety manager.
- However, automatically granting fire safety manager certificates to those with experience as fire officials based solely on their public service career has been criticized as an excessive privilege exclusively for public officials, which hinders fair opportunity for all citizens.
- Therefore, this revision aims to improve and supplement certain deficiencies that have emerged in the operation of the system, such as abolishing the special exemption for issuing fire safety manager certificates.

2. Main Contents

A. Clarification of fire safety investigation procedures and the Fire Safety Investigation Committee: Clarifies the methods, procedures, and reasons for the postponement of fire safety investigations, and ensures the rational composition and operation of the Fire Safety Investigation Committee (Draft Articles 7, 8, 9, and 11).

B. Terminology refinement: Refines the term "Internet homepage" to the native Korean word nurijip (website) (Draft Article 8 Paragraph 2, Article 15 Paragraph 2, Article 17 Paragraph 1).
C. Enhancements to the fire safety plan preparation: When preparing a fire safety plan, it strengthens fire prevention and evacuation training for construction site personnel and the supervision of open flame handling activities such as welding and cutting, and stipulates the timing for preparing the fire safety plan (Draft Article 27).
D. Extension of action orders: Supplements deficiencies identified in the operation of the system by adding reasons for extending the period of action orders, etc. (Draft Article 47).
E. Expansion of water sprinkling facility scope: Includes indoor/outdoor fire hydrant systems, sprinkler systems, and water spray fire extinguishing systems within the scope of water sprinkling facilities among the storage and handling standards for special combustibles (Draft Attached Table 3).

F. Abolition of special exemptions for fire officials: Abolishes the special exemption for issuing fire safety manager certificates based on work experience as a fire official, and instead only grants eligibility to take the qualification exam (Draft Attached Tables 4 and 6).
