1. Background of Promotion

- Under the current point-based system, dependents are recognized only if parents have been registered on the resident registration certificate of the applicant or spouse for at least 3 years, and adult children aged 30 or older for at least 1 year. Real residency is currently verified through National Health Insurance medical benefit histories.
- However, illegal subscription cases such as camouflage registration using adult children under short-term registration requirements are increasing, and it is difficult to verify real residency via medical benefit histories if their hospital or pharmacy usage is low.


2. Regulatory Content

- Strengthen the resident registration requirement for children aged 30 or older to 3 years (the same as parents), and mandate the submission of the "Health Insurance Eligibility Certificate" to more effectively verify real residency by checking the dependents' workplace locations.
