1. Reason for Amendment

- To prevent the overcrowding of international freight forwarding businesses by requiring a business plan upon registration to assess corporate capability and expertise.

- To address operational gaps by allowing a passport copy as an alternative document for foreigners unable to provide a Certificate of Alien Registration, and by strengthening administrative penalties for failing to meet or falsely reporting registration standards.


2. Key Contents

A. Strengthening Registration Requirements (Draft Article 5, Paragraph 2)
- While financial requirements remain aligned with other industries, additional criteria are introduced to tackle the issue of business overcrowding.
- A business plan must now be submitted upon registration to verify the applicant's competence and industry expertise.


B. Tougher Administrative Penalties (Draft Article 10, [Attached Table 2])
- Missing basic registration standards (capital, indemnity insurance, etc.) leaves shippers unprotected against financial losses caused by a forwarder's negligence.
- Administrative penalties will be tightened for businesses that fall short of registration standards, fail to report updates, or submit false reports.

C. Miscellaneous Improvements
- Procedural updates include adding alternative documents for foreign applicants and improving the renewal notification period.
