1. Reason for Amendment
In order to enhance the safety of construction machinery, safety standards for pile drivers, pile extractors, and aerial work platforms for tunnels are introduced to prevent safety accidents. Furthermore, safety standards that do not conform to international standards are revised, while addressing and improving certain deficiencies identified in the operation of the current system.
2. Main Contents
A. Establishment of safety standards for pile drivers and pile extractors (Draft Articles 89-3, 89-4, and 89-5)
1) Mandatory installation of safety devices such as overload alarm devices and anti-two-block devices (over-hoist prevention devices)
2) Specification of stability standards such as overturn prevention guy lines and stability angle (5° or more)
3) Mandatory installation of dual safety devices for hydraulic piping, leader tilt angle indicators, etc.
B. Establishment of safety standards for aerial work platforms for tunnels (Draft Article 94-2)
1) Mandatory installation of safety devices such as overload alarm devices and emergency stop devices
2) Specification of structural requirements for the floor surface, entrance, etc., of working platforms
C. Strengthening of flammability standards for cab interior materials (Draft Article 149-7)
D. Strengthening of installation location for keep-out signs on slewing construction machinery (Draft Article 154)
1) Addition of keep-out signs on the left and right sides, which were previously installed only on the rear
E. Strengthening of lighting device installation standards for towed construction machinery (Draft Article 155)
1) Exemption from the mandatory installation of headlights on towed construction machinery
2) Mandatory interlocked operation of lighting devices on towed construction machinery with the towing vehicle
F. Strengthening of tachograph installation standards (Draft Article 164)
