1. Reason for Amendment 

In order to prevent the leakage of narcotics through employees working under the delegation of narcotics handlers, this amendment strengthens the obligation of narcotics handlers to manage and supervise their employees. It establishes a legal basis delegating the authority to require Mayors/Provincial Governors to report the results of disposing of or handling confiscated narcotics turned over by investigative agencies in accordance with procedures determined by the Minister of Food and Drug Safety. Furthermore, it aims to include substances designated as controlled substances by the United Nations or substances among temporary narcotics whose dependency has been confirmed into the scope of narcotics or psychotropic substances.

2. Main Contents 

A. Strengthening the guidance and supervision obligations of narcotics handlers to prevent not only theft but also illegal leakage of narcotics through employees (Draft Article 12-2) 

B. Establishing a new legal basis for delegating administrative rules requiring local governments that have disposed of confiscated narcotics to report the results of the disposal as determined by the Minister of Food and Drug Safety (Draft Article 22) 

C. New designation of narcotics and psychotropic substances (Draft Annexes 2, 3, 4, and 6)

- 2 substances designated as controlled substances by the UN, 14 substances among temporary narcotics confirmed to affect the central nervous system, and 1 substance with a structure and effect similar to narcotics 

D. Clarification of the scope of psychotropic substances for barbital analogues (Draft Annex 5)
