1. Reason for Proposal
To allow workers in small and medium-sized enterprises (SMEs) and middle-market companies who need career transition support to receive re-employment support services, the mandatory business scope for re-employment support services will be expanded in phases (from 1,000 or more employees → 500 → 300).
Furthermore, to ensure effective re-employment support, the method of fulfilling the re-employment support service obligation is improved so that employers can provide accommodations when workers choose to engage in their desired re-employment activities in addition to the re-employment services provided by the employer.
2. Main Contents
A. Amending the scope of employers subject to mandatory re-employment support services from the current 1,000 or more employees to 300 or more employees in phases (Draft Article 14-2)
B. Establishing a new provision requiring employers to provide accommodations when workers wish to participate in separate re-employment support services, such as vocational training, in addition to the re-employment support services provided by the company (Newly adding Draft Article 14-4, Paragraph 2)
