1. Reasons for Amendment
- The "Construction Skill Grade System," which calculates and manages skill grades of construction workers based on criteria such as experience, qualifications, training, and awards, has been in effect since May 2021.
- However, the current skill grade allocation criteria do not sufficiently reflect the skill levels required in the field, making it necessary to secure field acceptability and reliability of skill grades.
- As resolutions of the Skill Grade Operation Committee (October 2, 2025), system improvements regarding the adjustment of career promotion periods, improvement of career recognition days, establishment of an early promotion system, and career recognition for veteran soldiers were completed in December 2025.

2. Main Contents

- Improvement of promotion requirements by grade (Newly established Article 2, Paragraph 9; Article 12, Attached Table 3; Revised Article 14) ⇒ (Revision) Establishment of requirements to complete promotion training and proficiency evaluation by skill grade.
- Completion of promotion training is required for promotion in each skill grade, and for promotion from intermediate to advanced, promotion is revised to be possible upon completion of both promotion training and a proficiency evaluation.
- Revision of application examples in the addenda in accordance with this revision (Article 2 of the Addenda) ⇒ (Revision) Delete Article 2, Paragraph 2 of the Addenda of Ministry of Land, Infrastructure and Transport Notice No. 2025-964 (January 1, 2026) and establish a new addendum for this revision (adjusted from December 31, 2026 to December 31, 2027, and from January 1, 2027 to January 1, 2028).
