[Background for Promotion] 

(Background) Roofing work is a high-risk process, resulting in numerous accidents where workers fall due to damaged roofing materials (such as skylights) during maintenance and repair of factory and livestock barn roofs, or falls from roof edges* * Approximately 30 fatalities occur annually (accounting for about 10% of construction industry fatalities, Ministry of Employment and Labor)

(Necessity of Government Intervention) In accordance with the "Measures to Reduce Fall Accidents in Roofing Work" (October 24, 2025, hosted by the Ministry of Employment and Labor, jointly with relevant ministries), improvements are being made to ensure that roofing work is constructed by registered construction companies.

- Roofing work is added to the list of exclusions for minor construction works, ensuring that only registered construction companies equipped with requirements such as capital and technical personnel perform the construction to prevent worker fall accidents.

[Regulatory Content] 

Even minor roofing work with an estimated construction cost of less than 15 million KRW must be constructed only by persons who have registered as a construction business entity in accordance with the Framework Act on Construction Business.
